Allergies wheaten terrier; nuvet tabs - probiotics

Good Morning,

I have a 6 year old soft coated wheaten terrier which has allergies.  He is always scratching.  We had him tested and gave him shots for approximately a year and half with little effect.  Due to the expense we have had to stop the shots.  He scratches around his face and ears all year long.  He has just started licking recently. Our vet keeps checking his ears and finds nothing wrong. I bathe him weekly. I was told by a friend to use flaxseed oil.  Can you suggestion anything that might help him?
