PH level is at 8.4

Do I need to change that to a lower level. If so how do you suggests I do this?

It all depends on what type of fish you have.
Cichlids love PH that is above 8.0.

Lowering PH is not suggested. There isn't a real good way to do it safely for the fish.

You will find that any fish will adapt just fine to any PH, as long as it is stable.
If PH fluctuates, then it is harmful.
