Cant get my water clear

Question
I have a 75 gallon tank with an Oscar, parrot fish, jack dempsey, 3 jewel chilids, and a pacu.  My filtration consist of a aquaclear 110 and a fluval 405.  I do water changes now ever other day and the tank has been set up for 10 months.  In Jan. my tank went from clear to cloudy.  The cloudiness has always went back an forth between white cloud and green cloud.  I have tried everything my lfs has told me to try and nothing has worked.  Do you have any suggestions of what may be causing this and what I may want to try to fix it?

As I'm sure you know, your tank is severly overstocked.

Even daily water changes can not keep this kind of bio-load under control.

Find a new home for the pacu and the parrot and keep up with the every other day water changes and the cloudiness should go away pretty quickly.
