What is wrong with my beta fish?

My beta fish looks like it is dying.  He won't eat and is lying at the bottom of the bowl.  When I move the bowl, he moves his fins and will swim for a second and then goes back down to the bottom and doesn't move.

is the tank heated??? if so what is the temperature.  I would treat him with an antibiotic and try to feed him brine shrimp.  Betta fish are very prone to bacterial infections.... change his water and make sure he has a warm tank ... about 78-82 degrees... please keep me posted... dave
