Betta died

I gave my niece a Betta almost 2 years ago.  He was in a gallon vase.  He died the other day.  She said his skin became real fuzzy and he layed in weird positions.  A friend of hers who has had lots of Bettas said he had "ICK" and that she could have saved him with some kind of blue medicine.  Have you heard of this "ICK" and what causes it?  Thanks  I have a Betta myself and have had for a couple years.
