My betta is dying?

When I went in to my living room this morning I noticed my fish tanks lid was half off, when i walked over and looked in i noticed the tank was a lil rearranged and my fish was missing. I looked down and started to cry cause my fish was on the floor. After putting him in the water he kind just floated, then kinda wiggled back to life, but hes not back to life. Hes breathing, and very occasionally he will try to swim to the top. but mostly he lays on the bottom on his side just breathing.  I also noticed his color is a little off. He last ate last night and even If i did try to feed him he would just lay there. Is my fish gonna recover? Is there anyting I can do for him? Is he gonna be mentally challenged? is that possiable? I dont think he will ever recover.  I dont want him to suffer, or starve. Im not sure how long he was out of the water and I am still clueless to how he got on the floor. The other day My 2 years old scared him by putting her hands in his water, he looked scared but was fine. Hes been doing good at the water temp but Have read some other suggestions about incressing his temp, so I have put a heating pad on low next to the tank to try to help him.
