Is my betta fish sick?

I got a better fish during Christmas time this year and it wasn't until 2 weeks after we got him that we bought a new 1/2 gallon tank and conditioner for the water. From what I can see, he's starting to discolour and the region of his head has turned into this dark brown. In addition, he's also losing his appetite. I was wondering what had happened to him and how we can help him feel better.
