My Bettas tank keeps getting swampy

Hi..I have a problem with my betta where his tank keeps getting slimy and smells like swamp..also he sometimes floats on one side and kinda looks like he's dying then seems like he's getting electric shocks, but can seem completely normal other times. HELP??  I love my fish and don't want him to sick :(

Hi LeeAnna,
 How often are you changing the water in the tank?  You should be changing 25% of the water once a week, every week.

 Also, be sure that you are not overfeeding him.  Only put in food that he eats immediately. Do not put in food for him to "eat later".  It will rot and foul the water.
