Hi Elizabeth
I have kept a community of 15 (varied) gold fish for around 2 years in a 180 litre tank. Most have grown to medium/large.  On a whim i introduced two new fish which are smaller (a fan tail and a chocolate oranda). These were terified and hid. I moved them to a smaller tank but want to re introduce them at some point, to the large tank. Should i wait till they grow or put them back and persevere. The other fish are not interested and dont bully them by the way.

Your tank is really overstocked.  Your tank is just over 47g and goldfish need a minimum of 20g each to thrive.  As far as the introduction of new fish, it often takes up to 2 weeks for fish to settle down in a new home.  I would put them in the larger tank and if no one is picking on them, then I would leave them for a while.  If they start to show any signs of illness, remove them promptly.  Stressed fish are prone to ich and other parasites.
