Betta - cloudy tank/feeding

Our neighbor gave us our betta fish and I have never had fish before.  We are working very hard to get things right for him.  So far we have found all we can get him to eat are the shelled green peas and that seems to be working but the water gets cloudy within a day or two of changing.
We have a small half gallon bowl with black gravel and a couple of ceramic fish in it (one that he can get in) and thats it.  What can we do to improve the water.  Oh, and I do let the new water sit out 24 hours before we change it out.  Thank you!

Basically small tanks are having a lot of problems , they really do need a lot of water change , better daily , aeration is not a problem to the fish it self but it is important to add oxygen to the water , that improve it quality for effective bacterial growth that removes harmful materials and eliminate fish stress .

it is recommended to reduce the feeding quantities , do periodic water change , try to add an air supply to the bowl smoothly , that will improve the situation .
