Hello,
The size of his head will increase as he gets older.  There is no special formula to increase the size of his head, this goes with the body.  When the body gets bigger, so does the head.  The Flower Horn is a big fish when it reaches maturity, and should have a big aquarium.  The minimum size tank is 200 liters if you want it to be happy, and healthy.
When young they eat frozen brine shrimp, and other frozen foods.  As they get bigger, they will eat a good dry pellet, frozen foods, Fish for humans that we buy frozen.  Be sure to get the freshwater ones, and good quality dry standard fish food.  Vary his diet, and keep his tank very clean.  Make sure there is never ammonia in his tank.  You can buy the ammonia test kit at your pet store for a small sum, and it is always handy to have.  Water changes every week are a must.
Feed him twice a day, making sure he doesn't overeat.  Buy him quality food, keep his tank clean, and you should have no problems.
