Hi, briefly, to save your time, is it normal for budgies to go through a stage of losing feathers?

Yes, molting is perfectly normal.  All budgies do biannually, and when they're about three to four months old.  Sometimes loss of feathers is due to stress, disease, or plucking, but odds are its just going through molting; like when dogs and cats shed their winter coats.
