Hi Lisa,
I have a small problem, I want to breed my 15.3hh Quater Mare to a much larger Tenn.Wlkr Stud. I know of course that the  mare makes up like 80% of the foals personality and disposition and my mare is perfect, she has no bad qualities at all.She is in excellent health and she is sound, what is the largest stud you would suggest me breeding to her?

The mare determines 98% of the time, the size of the foal at birth. There are instances where the foal is too big for the mare to give birth too, and she may need help, but that is rare. Both the mares and stallions genetics determine the size of the foal, when he or she is an adult.  

Since Quarter horses are built bulkier, you will be able to breed to a larger stallion. You should be able to safely breed your mare to a stallion, who is 17 hands.
