Question
do you know what size (how many watts) basking lamp i should get for my 4 inch turtle?
I also want to know if a 9.25 gallon tank is big enough for it.
If no, what size should I get.
If yes, what kind and size of filter should i get.

A 9.25 gallon tank is too small for a turtle that is 4" long. We should allow about 10 gallons of water per inch of turtle- so a 4" turtle would be happiest in a 40 gallon pool, or about a 75 gallon tank about 1/2 filled.

The basking light should be powerful and/or close enough to make the basking site about 90F. For a 4" turtle, I'd go with about 100-150 watts. However, I don't use basking lights. Instead I use mercury vapor bulbs that give me heat, light, and UVB rays, or a bank of heat lamps for light and heat, and UVB bulbs for the UV needs.
