 Twitching in bearded dragons could mean a calcium deficiency so I would rule that out first.  Dragons usually don't move while sleeping.  He needs calcium rich greens such as collards, dandelions, turnip greens and mustard greens, winter squashes.  He needs a good calcium supplement, and he needs good UVB lighting to be able to metabolize the calcium.  Is your UVB lighting too old?  A fluorescent bulb only emits good UVB for about 6 months so even if it's still working, it's no longer good for UVB production.  Get it changed to a Reptisun 10.0, best in the business right now.
