If mounted correctly, heating pads are not dangerous. But when there's not enough room between heating pad and tank stand/floor ect., then the pad can overheat, which may crack the tank or even start a fire. Also, heating pads that are glued under the tank mustn't be removed and re-used, they are no longer safe then.
Mounting the pad on the side of the tank is often safer than under the tank and since many animals dig down to cool off, it's also more natural for them when the heat is not coming from below.
