I have a Repti-sun 10.0 bulb ontop of the 40 gallon (36Lx18Wx16H) 5mm mesh top. I am curious should I try to get him up even higher. Now I have his basking spot at 7 inches up to get close to the lights. It is already pretty unstable, but will hold. What I am mainly curious of. Would it be safe to take the reflector off the tube fixture, and then mount the fixture to the top of the inside of tank under the screen mesh to give him UVB?

Ok, good you have a Reptisun 10 flourescent tube bulb.  Yes, you need to take the plastic covering off of the tube fixture, that is blocking all of the UVB from getting to him.
The mesh screen, is it a really fine mesh, or a wider screen?  The mesh filters out nearly all of the UVB from getting to him.  
As long as you have a bright white basking light placed directly beside the UVB, then he should be fine.  It wont hurt his eyes with alot of bright white lighting being used.
