Answer
Hello Cheryl,

Well, that is not good.
How old is he?
Exactly what did the vet do?  Was the area that he took off necrotic?
Well, chlorine water probably is not the best, but I do not think that is the reason for a prolapse.
Let's go over your setup.  There are several reasons why he could be prolapsing.
Are you using a UVB light, & if so, what type & brand is it, & is it a flourescent tube bulb or a compact/coil light?
Do you use calcium supplementation on a regular basis?
Is the area still prolapsed?  Can you send me a picture of it?
Dehydration, hypocalemia, malnutrition, heavy parasitic loads & lack of UVB exposure can all contribute to prolapses.
