netherland dwarf bunny behavior

i have 2 netherland dwarf bunnies that are in heat 25 days out of 30. is spaying them a safe solution to the problem? they are sweeties but the squeeling and spraying is impossible to deal with and one is more aggressive when in heat Help.Both are female.
