Bunny eye infection not getting better

I have a 4 year old male bunny- minilop. I've been taking him to vets since Oct 2010, for teary eyes and subsequent infection under eyes. This is what he's goton so far, and since he's getting worse rather than better, as soon as the meds stop, I do not know what to do.
Oct 2010 - Terramycin Opth Ointment 3.5gm
Jan 2012 - Baytril 102 mg/day , Ciproflaxin Opth solution 3%
Mar 2012 - Ciproflaxin Opth solution 3%, Metacam , Silvadene creme to help with inflamation.

Now he seems to have a full blown infection. The are from eyes to his nostrils seems to have scabs- the discharge seems to have hardened the fur, and when I clean with a warm cloth, the water turns white. I can send you photos of how he looks.
Can you suggest what I should do? I have changed vets a few times, but do not feel very confidant to their abilities.
The last vet recommended I get his molars X-rayed to check for molar problems, and that whole procedure will run pretty expensive, and I'm not too sure if that's the problem.

I know you aren't going to want to hear this but the vet that suggested a molar X-Ray is correct.  It the cipro didn't fix it or it keeps coming back then the issue is probably related to the teeth.  Did you find a vet that is listed on the House Rabbit Societies site?  If not they are listed by state and all of them have to meet minimum requirements before being listed.  Here is the site:

I have never had a rabbit with a simple eye infection not be cured with the cipro alone.  When teeth are involved it has always been chronic.  Dr. Dana Krempels explains in detail how the teeth can affect the eyes here:

My suggestion would be to print out these articles and take them with you to your vet.  You are your bunnies advocate and they should not be offended if you take affirmative action.  Where I live all we have are live stock vets but I have found one that will do almost whatever I suggest because even though she knows how to treat live stock she is still learning about rabbits.  They may not like you in the end but that doesn't really matter all that matters is that your bun is getting the best treatment possible.

I would spend the money to get the X-Ray.  Look around for vets that work with livestock or small animal vets that are in rural areas.  They tend to be cheaper.  An X-ray is an X-ray regardless of where you get it.
