My rabbit has a wet neck

Hiya, I've had my rabbit since June and he's been fine. We bought him from a pet shop and he seems to have been raised just fine. Recently he's been scraping his chin along things as if it's itchy. I had a look at the fur around his neck looks wet. Do you know what this could be?

But this really sounds like drooling from molar spurs, which must be examined and filed by a good, experienced rabbit vet.  Please read this:

This should be done as soon as possible, so the pain of the molar spurs doesn't develop into something worse.
