when i hold my guinea pig its like he wants down on the floor is it ok to do that

You can put your piggy on the floor if that's what you mean, as long as there are no larger animals or exposed cords around. If you mean it the other way, it is perfectly normal for a piggy to freak. To keep this from happening, try holding him near you. This gives them a feeling that they are closer to a flat surface (in their mind, the ground).
