we were cleaning our hamsters cage and noticed her but section under her tail is red and swollen she's eating and drinking and seems to be ok, should i just keep an eye on it? her rectum is quite inflamed and it looks gross but she doesn't seem to mind

It sounds that your female is most likely a male. Male hamsters have large protrusions on their bottoms that looks like a large buttocks, much like you describe.
