how can i make a male pug breed if he never bred before
he acts like he dont know what he is doing

How old is he? A young inexperience male sometimes takes longer to mature.

You can hold the female and bring the male around to the business end.  Encourage and excite the male.  You may actually have to guide the male into the female and hold him until a tie occurs.
