Flea Allergy

My dog has Severe Flea Allergys, He is 10-11yrs old.
Has bad knees and was getting depo shots roughly once to twice a year for bad breakouts. I wont use them as i found out they have nasty side effects which caused his joint problems. Besides flea meds what else can i do to relieve him? He gets bumps and sometimes blisters, Red hot skin to the touch. Hair loss around the base of his tail. Constant itching. Sometimes to the point he bleeds and yelps. Any ideas?

There are no fleas where I live so cant really help there, but when my jack russell terreirs seasonal allergies bug him he gets very otchy with hot red areas of skin and will scratch the hair off I give him 1 or 2 daily ***25 ML Benadryl caplets for people...there people allergy pills they work great.
