When Doberman pinchers are first born do the red & fawn color puppies look black and tan? Basically do they all come out black and tan?

I can't say.  A book on Dobermans would.  If you are interested in getting one, it might be a good idea to buy a book on them, or at least borrow one from a library.  If you have a new litter of Dobermans, it was inexcusable not to have done enough reading long before this to know the answer to that and hundreds of other questions.
