I have a Chuwawa who is about a year old. I never raise a dog and I had her for about 2 months my question is do female dogs have periods when they are in heat? and if they do at what age will they start and how do I take care of that when it do come?

Yes, dogs will bleed when they are in heat. Chihuahuas are small though, and it's not too bad. She will lick at herself and try to keep herself clean. Dogs come into heat every six months. She will be in heat for three weeks, but only bleed for the second week. It is imperative that you keep her away from male dogs at this time. You really should consider having her spayed. She will be much happier, healthier and you won't have to worry about it.
