Hacking and Coughing

Question
I have a 12-year old male Dachshund, unneutered, he's been coughing and hacking for years, sometimes snorting without spitting out anything. All the vets that have cared for him said that there is nothing wrong with him; of course, he does not display his symptoms whenever we are in the vet. What can you tell me about these symptoms?
Also he sometimes(more like once every other year) has blood in his urine?

My guess is that he has what some refer to as a "reverse sneeze".  Kinda of a hyper ventilating type wheeze followed by a hack or two. As far as I know there is nothing you can do for this. I see it in some of my grooming dogs and it seems to be brought on my excitement or nervousness. Also if they pull with a collar round their neck.
As for the blood in his urine.  He may have some stones in his kidneys or something.  He should really be vet checked next time that happens.
