Not neutered. Neighbor has a female in heat. My dog is whining loudly, crying loudly, yelping as though wounded or hurt and he does this constantly. He is 1 1/2 years old. Is this normal?

Unfortunately, the carrying on your dog is displaying is the 100% normal reaction a male dog has when a female dog is in heat.

On average, a female dog's heat cycle lasts on average for 23 days, twice a year. You can expect this reaction from your dog anytime a female dog in your neighborhood goes into heat.

The solution to your problem is to have your dog neutered. If finances are a problem, there are many low cost spay/neuter clinics across the country.  Contact your local Humane Association or animal shelter to find one in your area, or look here:
