mouth ulcers

my Maltese Shiatsu 2 year old has had bad breath for 6mths and 1mth ago he was treated with antibiotics for mouth ulcers and also given toothpaste to rub on his teeth now he is drinking heaps of water and has his bad breath and ulcers back. Have been giving him raw meat as suggested by vet.

Does the vet know about the drinking water?  That could mean diabetes.  It sounds to me like it is time for a second opinion from another vet.  Most vets wouldn't suggest raw meat.  The AVMA is against it, see   http://www.avma.org/onlnews/javma/jan05/050115ww.asp
