I have a mixed breed dog (not sure of the mixes but she looks like a 20lbs german sheppard. She is a year old now. We have had her since she was 5 weeks.  Ever since we got her, she has been a licker. She licks the couch constantly, and if she is near a person, she will lick their hands or pants. She doesnt lick herself like that though. She will stop for a second if we use a stern voice, but then will go right back to doing it.

The couch or pants may have a texture or taste that attracts the dog. Perhaps someone spilled something on their pants or the couch has come in contact with someones sweat that will keep him busy for a while. Obsessive compulsive licking is another story. Your dog may be anxious and attempting to soothe himself with the repetitive motion. You can talk to your vet more on obsessive compulsive.

Training can help as well. When you tell him no reward him when he stops and give him another directions such as "go settle down" and have him lay on his bed or in a designated area.

You can also try Bitterapple sprays on couches, walls, and so on to keep him from licking those objects. Bitterapple can be found at your local pet supply store and is harmless to pets (not their taste buds)
