yorkie sick for weeks...HELP

My 8 month old female yorkie has been sick for 3 weeks or more and has been on 2 antibiotics and predisone and no change. She started out sounding like she couldnt breath then she went to an extemely dry breathing then to a wet sneezing and not being able to breathe (maybe a reverse sneezing0 and she has green mucous what do i do?  My vet doesnt seem much help she has has a CBC done and shows her white cell count is ectremely high (27,000) what do i do where do i turn?

RUN, don't walk, to another vet... preferably one who is not in the same clinic.

Since this was way beyond my expertise, I consulted with a vet friend of mine and here is what she said she would do:

"Repeat CBC, do chem panel, x-ray chest.  This could be collapsing trachea in yorkies...very common and possibly life threatening. Although with the green discharge and high white count, it sounds infectious....possibly distemper???? Usually viruses like parvo and distemper show a LOW WBC. I am assuming the puppy has had all its shots??  I'd also be trying chlorpheniramine to get rid of sneeze, get OFF prednisone unless vet is thinking it will help with tracheal issues (but I'd diagnose that first). This could possibly be pneumonia... maybe needs a culture and sensitivity of a lung wash but needs to be off antibiotics for at least 10 days to do that.  Is the discharge from only one nostril??  Could it be inhaled foreign body?  May need skull x-rays to determine that."

Please let us know what a different vet finds.
