Yes, if one's dog has sarcoptic mange mites or scabies, they can be transmitted to people and cause itchy, rashy areas with tiny red dots; sarcoptic mange is highly contagious to other dogs.

Demodectic mange mites are not transmitted to people and only become a problem on individual dogs with autoimmune problems. I will tell you though.... when I used to dip a Giant with demodectic mange every couple weeks when I worked in a grooming shop, I itched like crazy until I thoroughly washed my arms and hands. Psychological???
