my dog is constantly licking his paws and the air

my dog is constantly licking.  he is 7 years old and a
cockerspaniel.  he is on prozac because he use to bite.
he is on venison and potato. he has been neutered.
he is taken out three times a day.

Sounds like he may either be bored, have a neurological issue, or perhaps an allergy. How long has he been doing this? Have you noticed if his paws look red, or inflamed, or if the fur is thinning on them where he's licking? What kind of food is he eating? I know you said venison & potato, but what brand, and how long has he been on it?

Could you describe when he does the licking? What exactly is he doing when he licks the air?
