Yes, **absolutely** this is WAY too soon! A puppy should not leave its mother and littermates until it is at least 8, and preferably 9, weeks old.

A 4-week-old puppy does not have any teeth yet, and usually it isn't sufficiently weaned yet, so will require a lot more work on the part of the new owner. With no teeth, it is impossible for it to learn bite inhibition from its mother and littermates. This is a VERY IMPORTANT thing that it must learn early on or it will become a biting dog its entire life.

Also, a puppy this age has not learned to "talk dog" and if it is removed from its dam and littermates, it will not learn that very important function and will be severely handicapped as it matures. If it meets a more dominant and possibly aggressive dog and gives the wrong signals, it could be severely injured by a dog that chooses to attack. (Envision giving some gang member "the bird" and thinking you were merely saying "hello"!)

Also a puppy this age will have had no inoculations yet; the breeder should have put in at least the first one, which is normally given around 8 weeks of age. To bring an unvaccinated puppy home is just begging for distemper or parvo!
