Puppy Papillons fur

Question
Hi, I adopted a Papillon from the local humane society 3 mns ago, he is now 8 1/2 mns. He was very sick when he was brought to the shelter with pneumonia and had been on antibiotics the entire time he was there. Also when I got him home he was covered from head to toe in TICKS!It took forever to rid him of those nasty things.
Well anyway, I just started noticing that he is now shedding quite a bit and seems to be losing a lot of his fur. I read somewhere online that Papillon's go through an "ugly phase?" and will lose most of their fur, but that it will grow back and that it is just part of phase they go through. Is this true to your knowledge? His skin and coat is healthy, no skin eruptions or anything, but sparse esp on hind legs and tail. I just would hate to think he will always look so scrawny and almost hairless. Thanks for your help.

Answer
It could be mange, which is fairly common, but easy to treat-a;; a vet has to do is take a sample of dry skin and look at it under a microscope

But yes a number of breeds do go though an 'ugly phase' and there fur will thin out,but not usually go bald
