his penis is swelled and bloody looking not sure if he can urinate. not like a normal erection. help

Why do these things have to happen on a weekend?  Keep an eye on him.  If he is able to urinate, I would get him to the vet on Monday.  If not, you are going to have to
find emergency care.  If you vet doesn't have an after hours number, start with the regular one.  Mine's forwards to a paging service.  Otherwise, go through the phone book looking for emergency clinics.
