Answer
Many dogs are nosy-bodies and need to know what is going on in their surroundings. Border collies particularly need a job to do, and apparently yours has decided it needs to keep track of what is going on outside. Is it possible to find a window for him to look out of instead? Put a chair there or something.

Personally, I would just ignore him. My house, my door, go lie down somewhere else!

Maybe if you get him into obedience classes and work with him every day for short periods of time... border collies *really* like to work! Get him to retrieve and you (or that Energizer Bunny of a 3-year-old) can spend some time getting him to retrieve tennis balls thrown down or up the stairs. Really tire that dog out!
