I have a 5 year old female pug/rat terrier.  Routinely, when I come home I let the dog outside.  After a sufficient enough time, I let the dog back into a carpeted family room.  If I am in another room of the house, I often come back into the family room finding the dog had just peed on the carpet.  I then isolate her in her room (the laundry room) for the rest of the evening.  It doesn't matter if I praise her after coming in from the outside, or if I reprimand her immediately after finding she had peed on the carpet.  I am close to giving her to a shelter.  I am meticulous about my house and this dog is not allowed anywhere else in the house.
What do you suggest I do?  (She also hates going outside in the rain).

You need to go outside with her or watch her to make sure that she is urinating. You cannot praise her OR correct her unless you see her in the act of urinating. Unless you react almost instantaneously with praise/correction, the dog will have NO IDEA why you are doing that.

If you do decide to get rid of the dog, try to find a rescue or a no-kill shelter for her. Any place else will most likely put the dog down.
