Potty training on the third floor.

I have a 13 week old min pin. He seems to be getting the concept of peeing outside but pooping is a different story. We will go outside and he will pee, then I will walk him around a bit more and he won't go poop! Once we get inside he will go to the laundry room and go in there! I was catching him in action and trying to take him out then, but by the time we go down three flights of stairs he doesn't have to go anymore. What should I do?

Your best chance to get him to finish is to walk him around.  Exercise stimulates the body.  They can only walk and hold it so long.  It may take a long walk, but when he finally goes, lavish praise on him.  He must understand you are correcting him not for having a bowl movement, but for not going to the door.  You might keep the laundry room door closed.  Then when you see him go to it, take him out.  

I am surprised you are doing so well on urinations from the third floor.  Usually the timing is so critical.
