Min Pin Poops In house/eats everything!

I adopted a 13 month old Min Pin from a rescue center about 3 weeks ago.  He had been there for 2 months and when I picked him up he was living in a chain link fenced in an area with about 10 other small dogs.  He is very loving, he loves to go outside, he gets along great with our 2 big dogs, but he acts like he is starving all the time.  I give him 3/4 cup of dry food daily.  He weighs about 7lbs. He is fixed and had a descended testicle and it was repaired.  When in the rescue center several smaller dogs chewed on his ears.  They are better, but still look bruised and the hair is starting to grow back.  My problem is that he poops in the house.  My fear is that he eats things he should not be eating.  He found a plastic toy bullet outside and chewed it up and swallowed it.  He chews sticks and eats the bark off of them.  I give him chewy sticks and squeaky toys.  He sleeps in the bed with us.  I have never hit him, I just look at him and say No, bad dog in a stern voice and he cowers down and slinks away.  For the last few days I have stopped feeding him anything after 4 PM but last night I got up to go the bathroom myself and stepped in poop!!!  I don't know if he ever got the correct training or not.  The lady at the rescue center said he was house broken but yet he was kept in a pen and before that he was in a kill pound.  I love my dog, but hate his poop!!
Do I need to see my Vet or do you have any suggestions??

first of all get him a multivitamin MINERAL supplement.  It will take about 4 MONTHS to work even if you give him one every day.  IT sounds like he has a mineral deficiency or even a vitamin deficiency.  Dogs sometimes chew, but if they ingest, it usually means they are searching for something they are lacking in their system.

Crate him at night to see if he will hold his poop.  If he does,  we will go to the next step.    If not, put him on a low output food.  Science diet has one.  It is designed for kennels so they have less clean up

when you get to the point where he stops pooping in crate, bring him in bed, but tie him on it so he cant get on the floor.  Make sure in the morning you put him out before you use the bathroom.  praising him all the time.    

Hopefully he will get the message and realize he should go outside.
