Our 6 year old rescue-schnoodle which we've had for 2 1/2 years has begun wetting/marking in house when we are gone. We got another rescue dog last August (2 yr old Papillon) and things were fine until a few months ago when schnoodle began "marking." Papillon is a VERY submissive dog and not fully housetrained (has had a few accidents).  However, both dogs are outside on a regular basis and have a daily walk. They both have the run of the house when we are gone. Should we think about crating the schnoodle when we leave?

yes, I would consider crating both dogs when you are away.  The Papillion may be having accidents you don't detect, but the Schnoodle does, and over marks the spot.  

Better leadership could help too.  The key to most behavior problems is approaching things using the dog's natural instincts. Dogs see all the people and dogs in the household as a pack with each having their own rank in the pack and a top dog. Life is much easier if the 2 legged pack members outrank the 4 legged ones. You can learn to play the role of top dog by reading some books or going to a good obedience class. A good obedience class or book is about you being top dog, not about rewarding standard commands with a treat.
