Can I safely give a 3 year old dog chopped celery ? and what about the strings?

Yes, celery won't hurt your dog. I wouldn't give him a lot of it since he is a small dog, but a piece or two as a treat would be just fine, and would certainly be better than store-bought treats. I wouldn't worry about the strings; he should be able to eat those.
