Beagle eating everything

Question
I adopted a 6 yr old beagle in January.  In the last 6 weeks she has developed the habit of getting into the kitchen trash can (under the sink).  At first I got a gate that said it worked upto 50 lbs.  My dog is 42 lbs (and been on a vet developed diet since I got her).  Then my friend who interned with a vet for several years recommended the bitter apple spray when my dog started knocking the gate down.  I started using the spray once a day in the morning.  It didn't work.  I used it when I went to work and again when I came home for lunch.  It didn't work.  I started taking the trash out everytime I thought of it.  Now she goes for anything withing reach (or barely out of reach) on the counters.  I am at a loss as to what to do.  I live in an apartment and there really isn't room for me to hide everything from her.

Answer
What you can do when your not home is put her in a crate that way she can't get to anything at all,and she will be safe in there as well

Now as for when you are home, what you can do is get chock chain and put it on her and attach leash to it,and just let her drag it,but when she goes after food, snap it back fast and say 'leave it' firmly
