I'm not a doctor, and I can't diagnose your dog. You didn't mention if your dog is scratching or not, I'll assume he isn't.
That said, it sounds like your dog might have an under-active thyroid. The condition is called "Hypothyroidism". Basically, hypothyroidism is the natural deficiency of thyroid hormone. The thyroid gland does not secrete enough of a thyroid hormone called thyroxine.
Hypothyroidism can be controlled with medication.
Your dog needs to be examined by a veterinarian, to rule out the MANY skin disorders that could cause hair loss, and get a proper diagnosis.
