Dog aggression with other dogs

Question
Our Comfort Retriever, who came from a home that had another dog and a cat, and was not treated very good...especially when the other dog was well treated.  She was about 5 mths old when we got her.  It is impossible to take her for a walk if you meet another dog, she goes a bit crazy.  Is this a territorial problem. What is the best way to handle her..if I pick up up she is clawing to get at the other dog.  She has no daily contact with other dogs.  We live in a rural area and when anyone walks down the road with a dog she goes back and forth on the 40ft deck til they pass by.  She has a very loving home now and is about 11 months old (we estimate).

Answer
The best way to fix this is to have your dog go over to a friend's that has a dog you know(not the other way around)and muzzle both dogs, that way no one can get hurt, but it will show your dog that other dogs aren't going to hurt her,and gets her used to other dogs

But if you don't know of anyone with a dog,for a while muzzle her on walks, but allow other dogs to sniff her ect that too(as long as the other dog is leashed,so they can be pulled away if something happens)will show her other dogs are ok
