Water Obsession

I have a 5 month old Rottweiler mix puppy who is VERY water obsessive.  As in we caught her licking the cement in the backyard after it rained.  By time we noticed her doing it she had made her tongue bleed.  She has water, but we have to limit it because she will not stop drinking.  She will drink an entire 5 gallon pail of water if we let her.  She'll drink till she's sick and then drink some more.  Obviously all this drinking also leads to lots of excess urination.  So housebreaking is nearly impossible!  We  have taken her to the vet and they have ruled out diabetes and kidney failure and have treated her with two different antibiotics for bladder and urinary tract infections.  My vet is doing research right now tring to figure out what else it could be.  I love my puppy and want to help her!

Is this maybe a Rottweiler issue?  Or have you ever heard of something like this before?  Thank you for any help you can give me.

I have heard of this-in fact my own dog does this,and he isn't a rottie or rottie type,and I have asked the vet the same thing,and he said some dogs like to lick things,but no one knows why,some vets think it is simular to "Obsessive-Compulsive Disorder" in humans,and some vets(as they do in humans)prescribe prozac and some have said it works wonders,I haven't tried this myself,but if your dog is hurting himself,or not eating,it wouldn't hurt to bring it up to your vet
