Need Help with my puppy

HI i realy need help my puppy is only 7 weeks i had to get  him sooner then 8 weeks cause the litter of puppys were draining the mother anyway back to him .Im having problems geting him to not pee and poo in the house my father is getting  mad cuz he is goin outside and still goes in the house i've done the treat thing when he goes out side and he still does it in here and the othere thing is i think he is afraid of me cause he comes around me  with his tail down under his legs and i dont want him to fear me i want him to listen but  not fear me i try to show him all the love i can by playing with him and talking to him nice . He will sit with me and stuff like that but he will not come to me when i call him unless i make noises that get his atention do u think its just cause of his age and might grow out of it or do i got to change things .and  one  more thing i have three boys in the house 12 ,9,and 6 they play with him do i let them help me by telling no  and stuff when he does something wrong or should it be just me .

a pup 7 weeks is equal to an infant of 4 months...would you expect a 4 month old infant to be potty trained?   he has to go to the bathroom every 2 hours at that age... he is afraid because he misses his litter mates.  if you tell him no too much at this age you will ruin him.  he needs to be where he can be taken out every two hours, he is a BABY!.  HE WONT HAVE ANY CONTROL unTILL HE IS 4 MONTHS OLD.  If your father doesn't understand that, you should give him back.  He needs to be confined to a small area with pads/newspapers and his bed so he can sleep and get up and go on the papers and not get yelled at.  He doesn't even know what words mean yet that is why he is not coming to you yet.  HE is a baby.  like an infant.
