male dog problem

Question
I have a 5 yr old male dog, pit/mastiff, not fixed.  I also have a 13 yr old female cat, fixed.  The problem is that I am constantly finding my dog licking my cats rear end, the dog is whining all the time when he sees the cat, and the cat continues to let him lick her and sticks her butt high in the air.  Please help me figure out how to stop this and why is this happening.  I am going crazy!  Thanks

I am not that familiar with cat issues, but if she were a dog, I would say that she probably had some sort of infection that was attracting the male, as that seems to give off similar odors as being in heat. You might want to talk to your vet and question him about this. Possibly a checkup is in order for your cat.
