Poor Dog Grooming

I have a Shitzue/Maltese puppy who is 4 months old.  I took him to the goomer for a slight trim and his eye's scooped in the corner where they drain a lot.  When I picked my dog up he looks like a five year old gave him the hair cut.  I told them I wanted his hair 2 inches long at least.  It is barely a 1/2 inch in length if that and so chopped up.  Then they took and shaved the entire top of his nose.  I specifically told them no shaving his nose.  You can see places where it appears they took big chunks out of his hair.  Around his neck and his ears.  I'm just sick over it.  He looks horrible, they cut his beard and it looks terrible.  I cut hair and I spent nearly an hour trying to fix some of the worst places on him.  I'm worried his hair won't grow back the same.  I'm very concerned about the hair they shaved on his nose.  Will it grow back normal?  Will he ever look the same? Is there anything I can do to speed up the growth of his hair? They didn't follow any of my instructions.  Is there anything I can do against the establishment?  I feel they ruined my dogs hair.

Ah, geeze, Faye, this is a sad thing that happened, and I feel bad for you. Please try to remember that your PUPPY doesn't care, so don't feel bad for him... if that can comfort you at all.
Puppies can be notoriously hard to groom. It takes alot of skill and patience. The thing that angers me is that it is a simple thing on a puppy to do what you CAN and get the puppy cleaned up and started on a good life of grooming and just wait til the next visit to do things that can be hard, like scissor work and the tedious styling procedures.
Your puppy WILL grow back a nice coat, and in no time he will be cute as can be. The hair on his nose will be fine. It is possible that he jerked back when they did his eyes and the hair on his nose got clipped off, but a good, experienced stylist would not have let it go all the way down his nose, ESPECIALLY if you requested to leave that hair.
Did they say if the puppy had knots or mats?  If he did, (I am wondering if that is why they cut the beard) sometimes the only way to get them out without ruining the puppy's attitude it to cut them, but it can be done in a manner where one cannot even SEE the cut out hair, unless you go fingering through and part and look for it.
Around the neck and ears is a common place for mats and knots. They should have told you that there were knots and called you after you left and asked what you wanted them to do.
Your options if they were having trouble, found knots or he was too wiggly, should have been;
1) come back and pick up the puppy (usually a small fee or no charge)
2) have them charge you extra and remove the knots without the removal areas showing (usually $20 extra)
3) cut the knots out and do the best they can without running the bill up too much. (usually $5 to $10 extra)
So what to do now,
call the grooming place and ask for the manager or owner. Tell them what happened and offer to bring the puppy back if they need to SEE it, not regroom it.Do not let them try again!  Tell them you feel like you should get all of your money back.
They should at least give you 1/2 of your money back. They probably won't refund all, because of the bath and nail trimming etc., but the styling fee should be refunded, as there was no styling.
Then what to do...
contact other people you know who get their dogs groomed and ask where they go. Be very careful not to bad mouth the grooming place you went to, as they can sue your for slander because the "bad haircut" is opinion. Just say you were not happy there.
Ask your vet and call other vet clinics and ask where they recommend a pet owner go for grooming and STYLING.  
Call some of the groomers. Ask about their policies on styling, as far as owners wanting a certain style on their dog. Ask if they give all dogs the basic haircuts or if they do specific things, like not trimming down the nose, etc., but nothing really fancy.

Your new groomer should be able to fix most of the haircut in about 2 to 4 weeks from NOW. It should look tons better. Your new groomer should shave the lip line and armpits, and groom under the ears, places where you don't' see unless you look. These areas will prevent matting and knots in between visits.

Stay away from the chain pet stores, most groomers their are just learning and are doing basic grooming, not styling. Go to private salons and independent salons. Be sure, again, to ask around before you make an appointment.

Good luck, There is nothing you can do to speed up the growth of the hair, but it will grow back quickly.  Just keep telling him he is cute, that is all that matters to him!
